Dr. Vincent Duchêne is senior expert and managing partner at IDEA. Vincent has more than 25 years’ experience in the field of Science, Technology and Innovation (STI) policies, and more than 20 years’ experience in industrial policy and regional policy. At IDEA Consult since 2008 he is mainly involved in monitoring/evaluations of - and studies on - STI policy and policy tools at both the regional, national and European level. He has led ex-post and mid-term evaluations of FP6, FP7 and H2020 and recently led studies on industrial competitiveness based on value chain analysis. He regularly coaches cluster organisations for the revision of their strategy and instruments’ portfolio. On behalf of the European Commission and the Vanguard Initiative, he is also investigating new funding mechanisms for interregional demonstration initiatives. Vincent Duchêne is currently involved in different projects related to digitalisation of Industry (in particular support to SMEs in their digital transition). He supported many different regions in Belgium, France, the Netherlands, Finland, Slovenia and Poland with the (re)definition of their Smart Specialisation Strategies in 2013-2014 and in 2018-2020. Over the past years, he has been coordinating many interregional partnerships under the Vanguard Initiative and under the Thematic Smart Specialisation Platforms of the European Commission. In the S3 CoP, he will mainly be involved with the Working Group on Interregional cooperation, and with the support to Thematic Smart Specialisation Partnerships.
